The local government of the City is represented by City Manager, his deputies and The City Hall (Administration).
Andrey Vladimirovich Lisitsky was born in 1975 in Sumy Oblast, Ukraine. Graduate of RGUPS (Rostov State Transport University) with certification "mechanic engineer". After graduation Mr. Lisitsky worked at Rostov's "City Real Estate Center".
From 2002 to 2009 he held various positions at Rostov Oblast Government, in 2009—2012 headed the staff administration at Rostov City Hall, from 2012 to 2013 — first deputy minister for internal and public communications policy, in 2013—2014 - acting minister for internal and public communications policy.
In 2014 Mr. Lisitsky undertook the retraining program "City Management" at the Russian Presidential Academy of National Economy and Public Administration, and two other retraining programs ("Public Administration" and "Municipal Government") at SKAGS (South-Russian Institute of Management). From 2014 to 2016 - public relations officer at "Regional Development Corporation" (Rostov on Don).
In February 2016 Andrey Lisitsky took the position of the acting first deputy mayor of Taganrog, and October 28, 2016 was appointed City Manager of Taganrog
. On September 18, 2019 he was re-endorsed as Taganrog City Manager
for another five-year term.
