Inna Titarenko addressed the session on the problems of cultural heritage preservation in Russian historical settlements, one of which is Taganrog. It was stated in the report that as long as local authorities do not have wide legal and financial opportunities, all levels of authority have to work together to solve town planning problems.

By way of example, Inna Titarenko mentioned integrated development of Taganrog as a tourist destination. In this context, she described the roadmap for Taganrog's urban revitalization program. It covers such activities as, for example, reconstruction and maintenance of municipal streetcar system and Pushkin Embankment's renovation.
