The resolution also states that the share of voluntarily vaccinated residents reached only 31.5 per cent of the planned number. This was the reason to make vaccination mandatory.

Rostov Oblast Governor Vasily Golubev expressed his willingness to establish medical units for Russians from the unrecognized Donetsk and Luhansk People's Republics. It was reported during an interview to TASS that they would be vaccinated voluntarily.

As of July 7, 101171 cases of COVID-19 have been registered in Rostov Oblast, and 91112 persons have already recovered.
