Taganrog to Participate in the Open Municipality Project

January 9, 2013: In 2013 Taganrog will be participating in the pilot project of "Open Municipality" along with Yakutsk and Nizhniy Novgorod.

First Deputy Mayor Oleg Demenev and Taganrog's delegates participated in the international conference "Open Government" in Moscow. "To be efficient in implementation of the project, we need to accept the new management ideology. Through participation in the conference, we had a chance to see some practical mechanisms of open government that are already used in Moscow. Those are absolutely real and working tools that make it possible for citizens to control and evaluate the government officials through Internet", said Oleg Demenev in an interview after returning from Moscow.

The conference "Open Government" was organized by the Government of the Russian Federation at two locations: Moscow State University of Management, Government of Moscow and Skolkovo Innovation Centre, Hypercube. The main subjects of the conference were the Open Government's agenda and the project of National plan of actions within the framework of Russia's entry into OGP (Open Government Partnership). Among participants of the conference were: Dmitri Medvedev, Russian prime minister, Mikhail Abyzov, Russian Minister for Open Government affairs, international experts, Russian and foreign business people, heads of regions and municipalities.

"Taganrog's participation in this project is expected, and everything depends on Taganrog local government's activity", - remarked Igor Shatrov, vice-director of NIRSI (National Institute for Modern Ideology Development) - "we need to understand that municipality is a service for citizens, and an important step in building a "service state". Taganrog must make this step. The city has all necessary preconditions and participation in the events in Moscow and in Stavropol are a special chance given by the Russian Government to the new Taganrog leaders, who must justify this trust with actions."

Mayor Vladimir Prasolov, whose slogan at the 2012 election campaign was "Authorities for the people instead of people for authorities!" supports the Open Government project, which is aimed at transparency of officials' work.
