December 20, 2006: Moody's Interfax Rating Agency has assigned a national scale rating ("NSR") of Aa2.ru to the Oblast of Rostov.
The BCA of 12 reflects Rostov Oblast's comparatively good budgetary performance based on strong economic growth in recent years, low debt and the expected stabilisation of the budgetary framework in Russia.
Moody's Interfax notes that the Oblast has maintained positive budget operating balances. The Oblast's low debt burden is another key positive factor for its creditworthiness.
Moody's Interfax Rating Agency's National Scale Ratings (NSRs) are intended as relative measures of creditworthiness among debt issues and issuers within a country, enabling market participants to better differentiate relative risks.
