International competition of web sites and blogs dedicated to Anton Chekhov's life and literary heritage

February 26, 2009: Within the framework of the 3rd Chekhov book festival (location - Rostov-na-Donu, Taganrog, May 2009). the International competition of sites and blogs, drawing public attention to the personality and cultural heritage of Anton Chekhov has been announced:
Terms, conditions and general instructions for the Competition
I. General regulations.

1.1. Given Regulations define the procedure of organization and realization of the International competition of web sites and blogs drawing public attention to the personality and cultural heritage of Anton Chekhov in February-April 2009.

1.2. The competition is to be carried out with the purpose of:
- drawing public attention to the cultural heritage of Anton Chekhov, promotion and popularization of his works by means of modern Internet technology (youth being the primary target audience);
- establishing partnership relations between the institutions, linked with the cultural heritage of Anton Chekhov or carrying his name;
- extensive promotion of the forthcoming 150th Chekhov's anniversary on the Internet network;
- expanding the audience of users visiting web sites and blogs dedicated to Chekhov and his works;
- providing conditions for communication and online discussion of Chekhov's works and literary heritage.
II. Founders and organizers.

2.1. Competition founders - Federal Agency for publishing and mass communications, the Rostov Oblast Ministry of Culture, Taganrog Local Government, the Pushkin Library Foundation
2.2. Competition organizer - the Pushkin Library Foundation, Taganrog Local Government (Taganrog Arts & Culture Council)
III. Competition participants.

3.1. There are no limitations for the competition participants
3.2. The following internet resources are eligible to take part in the competition:
- Web sites museums dedicated to Anton Chekhov;
- Web sites of the institutions/cultural events, carrying the name of Anton Chekhov, (libraries, theatres, cultural centers, festivals, etc.);
- Web sites of individual users or associations, dedicated to Chekhov's cultural heritage;
- Blogs of individual users dedicated to Chekhov's heritage, et al
IV. Competition organizers provide:

4.1 the Pushkin Library Foundation carries out the following functions:
- working out and implementation of the Competition technical support;
- publication of the information about Competition on appropriate web sites and in the mass media;
- registration of participants' applications;
- defining the compatibility of applications with the rules of the given Regulations;
- control over procedure and terms of Competition;
- summing up the results based on the Internet poll for public voting.
4.2. Arts & Culture Council carries out the following functions:
- publication of the information about the Competition on all the appropriate regional web sites and in the mass media;
- arranging the awards ceremony
V. Other terms and conditions

5.1. Both Russian language and foreign language web sites are eligible to take part in the Competition.
5.2. The basic precondition for taking part in Competition is the technical accessibility (over 50% of web site entering attempts to be successful)
- The main page of a web site submitted for Competition should contain the attendance statistics (at least one of the counters)
- An English language version of a Russian site and a Russian language version of a foreign site, accordingly, is a good point.
5.3. Those willing to take part in Competition are supposed to apply online on the web page of the Pushkin Library Foundation:

5.4. The Competition winners are to be chosen by Internet poll for public voting out of the total number of participants who had passed the preliminary selection.
5.5. The Competition is to be carried out starting from the 15th of February till the 3rd of May in three stages:
Stage 1: Applying online at the bottom of the page http://www.pbl.ru/projects/265
Applications placement deadline: March 15, 2009.
- Stage 2: the evaluation of web sites by the commission of experts in terms of conformity with the criteria stated in clauses 1.2, 5.2, 5.2 of the given Stature and making up the list of Competition participants of the 2nd Stage (deadline: March 20, 2009);
- Stage 3: all those interested are welcome to take part in the Internet poll for public voting in order to choose the best web site out of the list of sites published at the Pushkin Library Foundation's web site (deadline: the May 3, 2009 )
- Internet poll for public voting will be arranged in view of the following limitation : one IP-address = one vote. The right is reserved by the Organizing committee to cancel the votes in case of violation the rule mentioned above.
VI. Summing up the Competition results.

- On the May 16, 2009 three winners of the Competition will be announced at the closing ceremony of the 3rd Chekhov Book festival in Taganrog.
VII. Closing the Competition. Awards for the winners.

- as a result of the public Internet polling, three winners of the Competition will be announced.
- the official announcement of the winners will take place on May 16, 2009 in Taganrog within the framework of the 3rd Chekhov Book festival closing ceremony;
- the Competition results will be published in the professional press and on the Competition organizers' web sites;
- web designers received maximum votes as a result of public Internet polling will be awarded and given a special banner to be located at their sites;
- all the winners will be given diplomas and prizes.
VIII. Competition deadlines.

-Application forms registration - from the February 10 until March 15, 2009
- making up the list of 2nd stage participants - March 16-19
- public polling by Internet - from March 20 until May 3, 2009
- summing up the Competition results - May 4, 2009
- announcement of the winners - May 16, 2009
- diplomas and prizes will be mailed at the winners' post addresses by regular mail
IX. Competition Organizational Committee.

The Pushkin Library Foundation acts as the Organizational Committee.
